The Ministry of Economy of the Republic of Lithuania in co-operation with the Lithuanian Regional Research Institute is preparing the Study of EVALUATING POSSIBILITIES TO APPLY A RESORT FEE IN LITHUANIA AND ASSESSMENT OF RELATED CONSEQUENCES, AND PREPARATION OF PRACTICAL MEASURE PLAN ON THIS ISSUE. In our country, resorts face the problem of lack of finance for developing tourism infrastructure, taking care on natural resources and the environment. The seasonal factor misbalances a steady development of resorts, and a resort fee would be one of the means to compensate for seasonal fluctuations during the year. In this project the authors will analyse related experience accumulated in European Union countries. This study will serve as a basis for drafting amendments to the Law on Fees.

The Lithuanian Regional Research Institute together with The Lithuanian Institute of Agrarian Economics by the order of The Ministry of Economy of the Republic of Lithuania is prepearing the Strategy and measures of small and medium business development in rural areas. Basing on this strategy, the initiatives of institutions concerning SME development in rural areas will be purposefully and systematically harmonized and particular measures of SME development in rural areas will be implemented. This strategy will be useful when preparing SME strategic trends and measures for 2005-2008, and programming the assimilation of structural aid in Lithuania during the new programming period, 2007-2013, and this would enhance the process of SME development in rural areas. Presently there exist big regional disparities of small and medium business development in Lithuania because enterprises are more actively establishing in urbanized areas attractive for investments, having a well-developed institutional business infrastructure and accumulated research, technical and intellectual potential. With a decrease in the number of people employed in traditional agricultural business, still larger attention should be devoted to the development of SMEs and the encouragement of entrepreneurship in rural areas. SME development in regions is one the strategic trends of SME development provided for in the Lithuanian Economic Development Strategy until 2015.
